• Exempts employers, school districts, and nonpublic schools from child care licensing requirements to establish "disaster relief child care centers" until June 1, 2020 or end of COVID-19 emergency, whichever is later.

• Requires disaster relief child care centers to follow department rules including safe sleep guidelines, diapering/handwashing protocols, health evaluations screening for COVID-19 symptoms, and communication with parents about medications and allergies.

• Allows school employees, teachers, and before/after care staff to work in disaster relief centers; suspends requirement to provide written notice and 30-day appeal period when modifying provisional licenses during emergency.

• Designates school district disaster relief child care center employees as "disaster relief forces" entitled to emergency management act immunities and allows centers to operate as pilot programs under 1947 PA 336.

• Permits flexible provisional licensing with expiration dates of 1-6 months during emergency without requiring applicants to submit corrective action plans, and prioritizes services for "essential workforce" including health care workers, first responders, and government employees.
