Amends the Adult Foster Care Facility Licensing Act to allow the department to temporarily suspend fingerprinting requirements for employment or independent contractor vetting at adult foster care facilities during states of emergency and disaster declared under Executive Order No. 2020-30 or extensions thereof.

Maintains existing criminal history check restrictions and prohibitions on employing individuals with relevant crimes, felonies, misdemeanors, substantiated abuse findings, or court orders as specified in section 34b.

Adds new section 34d permitting regulatory suspension only for fingerprinting requirements, not for the underlying criminal background checks themselves.

Emergency suspension applies specifically during declared emergency periods and does not permanently modify the criminal vetting standards for adult foster care facility employment.
