Amends the Paid Medical Leave Act to add definitions for "eligible first responder" including public health/safety officers, law enforcement, firefighters, emergency medical services workers, and disaster/pandemic response workers.

Changes the administering department from the Department of Licensing and Regulatory Affairs to the Department of Labor and Economic Opportunity.

Requires employers to pay eligible first responders their normal hourly or base wage for leave taken during a governor or presidential emergency declaration due to infectious disease when the first responder contracts the disease or is quarantined/self-isolates per employer or medical directive.

Specifies that emergency leave paid under this provision is separate from and in addition to other paid leave required under the act, and employers cannot require first responders to use accrued paid leave or other paid leave for this emergency leave.
