Changes the oversight agency from the Department of Licensing and Regulatory Affairs to the Department of Labor and Economic Opportunity for administration of the Paid Medical Leave Act.

Adds definition of "eligible essential employee" including law enforcement officers, firefighters, correctional officers, physicians, respiratory therapists, emergency medical services personnel, nurses, retail grocery workers, and goods transport company employees.

Requires employers to pay eligible essential employees their normal hourly or base wage for leave taken during a governor or presidential emergency declaration due to infectious disease if the employee contracts the disease or is quarantined/self-isolates per employer, physician, or government directive.

Makes emergency paid leave for eligible essential employees separate from and in addition to other paid medical leave accrued under the act, with employers prohibited from requiring use of accrued paid leave or other paid time off for this emergency leave.
