Increases the timeline for the Department of Natural Resources to approve or deny applications for land exchanges and purchases from 180 days to 210 days after an application is complete.

Requires the department to provide written notice to local government legislative bodies at least 30 days before making a decision to dispose of, lease, or develop state lands over 80 acres (previously required notice before disposing, acquiring, leasing, or developing such lands).

Adds the word "proposed" to the notice requirement for surplus land sales in section 2132(9).

Clarifies that applications for land purchases must be completed within 60 days after the department notifies an applicant of missing information or unpaid fees, or the department may consider later-submitted applications.
