Allows local governments to designate "social districts" containing commons areas where qualified alcohol licensees may serve drinks for consumption outside their licensed premises.

Permits social district permit holders to sell alcoholic liquor in commons areas only in non-glass containers with a maximum 16-ounce capacity that display both the vendor's and commons area's logos.

Charges a $250 annual permit fee for social district permits, with fees deposited into the liquor control enforcement and license investigation revolving fund.

Prohibits social district sales when special licenses are issued in the same district and restricts customers from entering other licensees' premises while possessing drinks from the commons area.

Sunsets December 31, 2024, and requires approval of Senate Bill 942 and House Bill 5811 for this act to take effect.
