Prohibits sale or offering for sale of nonflushable disposable wipes without "do not flush" labeling on product packaging that includes a specific logo and the word "nonflushable."

Requires logo size on packaging to range from 0.25 inches to 1 inch in diameter depending on the size of the primary display panel.

Prohibits advertising nonflushable disposable wipes unless the advertisement includes a written or oral statement that the wipes are nonflushable.

Exempts retailers and wholesalers that do not package or label the wipes themselves from these requirements.

Establishes civil fines of up to $500 for first violations and up to $2,500 for subsequent violations, with enforcement by county prosecutors or the attorney general; takes effect 2 years after enactment.
