• Changes the reference for "Commissioner" from the director of the Department of Licensing and Regulatory Affairs to the director of the Department of Labor and Economic Opportunity.

• Establishes a minimum hourly wage of $15.00 for essential workers beginning June 15, 2020, where essential workers are employees whose continued employment during a state of emergency is necessary for public health, safety, or welfare as determined by the commissioner.

• Requires the state treasurer to adjust the essential worker minimum wage annually each January, effective April 1, based on the average annual percentage change in the Consumer Price Index for the most recent 5-year period.

• Directs the wage and hours division of the Department of Labor and Economic Opportunity to post the adjusted minimum wage rate on its website before February 2 of each year.
