Allows qualified licensees (on-premises retailers, manufacturers with tasting room permits, and manufacturers with off-premises tasting room licenses) to fill and sell alcoholic liquor in sealed containers not exceeding 1 gallon capacity for off-premises consumption.

Permits delivery of alcoholic liquor to consumers statewide by qualified licensees' employees or third-party facilitator services (for retailers only), with containers labeled "Contains Alcohol. Must be delivered to a person 21 years of age or older" and age verification required at delivery.

Requires filled containers to be sealed with devices or materials that fully close the container securely with no perforations or straw holes, and prohibits advance filling of containers prior to sale.

Sunset provision: authorization expires December 31, 2025.

Effective July 1, 2020, contingent on enactment of Senate Bill No. 942 and House Bill No. 5781.
