Reorganizes and expands definitions in Michigan's solid waste management law (Part 115) by designating sections 11502-11508 as "Subpart 1: General and Definitions."

Adds numerous new definitions related to composting, recycling, and materials management, including "class 1 compostable material," "class 2 compostable material," "materials management facility," "materials recovery facility," and "benchmark recycling standards."

Establishes a state goal to achieve a 45% municipal solid waste recycling rate by 2028, with an interim target of 30% by 2025, through implementation of benchmark recycling standards requiring curbside recycling access in urban and populated areas.

Updates the definition of "certified health department" and modifies provisions relating to coal ash impoundments, beneficial use by-products, and solid waste processing facilities to reflect current environmental standards and practices.

Requires the department to approve a materials management plan before issuing permits for new facilities, with limited exceptions for solid waste processing facilities and materials utilization facilities pending initial plan approval.
