• Establishes a comprehensive materials management planning (MMP) framework requiring each Michigan county to have an approved MMP addressing solid waste management, recycling, and waste diversion goals.

• Creates planning committees with representatives from waste disposal facilities, haulers, environmental groups, elected officials, and the public to oversee MMP development and implementation.

• Requires MMPs to include measurable recycling goals, implementation strategies for organic waste reduction, infrastructure inventories, facility siting processes, and education/outreach programs for residents and businesses.

• Establishes a materials management planning grant program providing $60,000 per county plus $0.50 per resident (up to 600,000) for initial 3-year MMP development, with annual grants thereafter.

• Makes conflicting local ordinances unenforceable if they prohibit materials management facilities not incorporated in the MMP or violate state zoning law; ties effectiveness to enactment of HB 5812-5816.
