Amends the Michigan Natural Resources Trust Fund Board structure to clarify that it operates under department supervision and the department provides cooperation, offices, and equipment to the board.

Maintains the board composition at 5 members: the director or a commission-designated member, plus 4 residents appointed by the governor with senate consent.

Requires that beginning with the first appointment after this 2020 amendment takes effect, at least 1 of the 4 appointive members must be a resident of a county with a population of less than 100,000.

Adjusts initial staggered terms for appointive members to 1, 2, and 3 years (instead of 1, 2, 3, and 4 years), with subsequent terms being 4 years.

Preserves existing provisions regarding member removal by the governor for inefficiency, neglect of duty, or malfeasance, and allows the board to compensate members for actual expenses incurred in official duties.
