Requires law enforcement officers licensed under sections 9, 9b, 9c, or 9d to complete training in de-escalation techniques, implicit bias, procedural justice, and mental health resources beginning March 1, 2022.

Mandates the commission conduct research by December 31, 2021 to identify training gaps and develop curriculum standards in de-escalation, implicit bias, procedural justice, and mental health support.

Requires all law enforcement agencies to adopt written policies by January 1, 2022 stating officers shall utilize de-escalation techniques in citizen interactions to the extent reasonable and safe.

Establishes continuing education requirements: 12 hours between January 1-December 31, 2022, and 24 hours annually beginning January 1, 2023.

Authorizes the commission to promulgate rules implementing sanctions up to license revocation for officers who refuse to comply with new training requirements.
