Expands occupational license suspension authority to include recreational or sporting licenses in addition to existing occupational licenses for child support arrearages exceeding 2 months of periodic support payments.

Maintains driver license suspension only when court determines payer has ability to pay but is willfully not paying, and friend of the court determines no other sanction would be effective.

Requires friend of the court to provide written notice before seeking suspension, including arrearage amount, 21-day response period, and information about hearing rights.

Allows payer at hearing to contest suspension based on factual errors regarding overdue support amount or identity, request payment schedule, or file for support order modification.

Becomes effective October 1, 2021.
