Establishes "specialty court program" definition to include drug treatment courts, DWI/sobriety courts, mental health courts, and veterans treatment courts for adult participants.

Allows suspended jail sentences for certain operating while intoxicated (OWI) and unlicensed driving convictions if the defendant agrees to participate in and successfully complete a specialty court program.

Applies to second or subsequent OWI convictions within 7 years, felony OWI convictions with passengers under 16, and certain unlicensed driving violations, making specialty court completion a condition for suspension of otherwise mandatory incarceration.

Effective March 24, 2021, allowing courts discretion to substitute specialty court participation for mandatory imprisonment in qualifying cases rather than requiring all jail time be served.

Repeals former section 905 of the Michigan vehicle code.
