• Modifies the definition of "location" to clarify exceptions related to section 5d regarding where events may be conducted.

• Allows qualified organizations that held raffle licenses in 2018 or 2019 to conduct small or large raffles via the internet, with an internet raffle platform considered as the location.

• Internet raffle authorization expires June 30, 2023, and the bureau must promulgate rules to implement this provision.
