Amends the insurance code to require health insurers to allow one-time early refills of any prescription drug within 24 hours of the governor issuing a qualified executive order during a declared state of emergency.

Requires insurers to remove barriers for insured persons to obtain prescription drugs from out-of-network pharmacies during a qualified emergency order.

Mandates coverage for off-formulary prescription drugs when no formulary drug is available to treat the insured's condition during an emergency.

Requires insurers to provide coverage for emergency refills of up to 60-day supplies of noncontrolled maintenance medications and early refills of 30-day or 60-day maintenance drugs to allow up to 90-day supplies during a qualified emergency.

Defines "qualified executive order" as an order issued during a declared state of emergency or disaster under the state constitution, emergency management act, or 1945 PA 302, that requires residents to remain in their homes for at least 2 weeks.
