Prohibits water and sewerage service providers from discontinuing service to residential customers during a declared state of emergency for communicable disease or infection, if the customer files an application for protection.

Shut-off protection remains in effect for the duration of the governor's emergency declaration.

Requires providers to establish repayment plans allowing customers to pay past due amounts over a reasonable period not exceeding 1 year, unless the provider waives the debt.

Mandates providers offer customers information about government assistance programs and resources to conserve service usage.

Does not eliminate customer obligation to pay for services received during the emergency period unless the provider voluntarily waives payment.
