• Amends Michigan election law (MCL 168.759) to add criminal penalties for absent voter ballot application fraud.

• Creates felony offense for knowingly submitting an absent voter ballot application containing or using another person's name and personal identification information.

• Creates felony offense for knowingly submitting an absent voter ballot application with the intent to obtain multiple absent voter ballots for a single person.

• Adds requirement that persons making false statements in absent voter ballot applications do so "knowingly" (existing language already prohibited false statements as a misdemeanor).
