• Modifies the definition of "employment" under the Michigan Employment Security Act to add a new independent contractor classification effective June 1, 2020, allowing workers to be classified as independent contractors if they are free from control/direction, services are outside the usual business course, and they operate an independent trade or business.

• Suspends the independent contractor classification during declared gubernatorial emergencies related to infectious diseases, automatically reclassifying those workers as employees for unemployment insurance purposes.

• Makes technical corrections to capitalization and grammar throughout the statute, including changing "internal revenue service" to "Internal Revenue Service" and "department of treasury" to "Department of Treasury."

• Renumbers subsections (6) through (13) to become subsections (7) through (14) to accommodate the new independent contractor provisions.
