Removes requirement for unemployment agency to consider all base period separations involving specific disqualifications (sections 29(1)(h), (i), (j), (k), (m), or (n)) when determining claimant's nonmonetary eligibility and qualification for benefits.

Requires unemployment agency to issue notification to claimant of claimant rights and responsibilities within 2 weeks after initial benefit payment and again 6 months after initial benefit payment.

Notification must include information on determinations, penalties and sanctions, legal right to protest determinations and appeal through administrative hearing system, and other rules needed for compliance.

Notification must be conveyed through claimant's preferred form of communication if selected, and must not delay or interfere with benefit payment.
