Designates June 19 as Juneteenth, an official state holiday to be observed for purposes of banking, financial instruments, and court proceedings.

Reorganizes and clarifies the list of state holidays including New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Christmas, and Thanksgiving.

Applies holiday provisions to the presentation, acceptance, and payment of bills of exchange, bank checks, and promissory notes, with instruments otherwise due on holidays payable on the next business day.

Permits banks and financial institutions to voluntarily remain open on Saturday afternoons (after 12 noon) without affecting the validity of transactions conducted during that time.

Allows county and municipal governments to close their offices on Saturdays by ordinance or resolution.
