HB 5899 Summary

• Extends the application deadline for Phase I of the Tuition Incentive Program from August 31 to December 31 of the school year in which a student graduates from high school or achieves a high school equivalency certificate.

• Requires qualified postsecondary institutions to report Phase I student graduation rates and Pell grant recipient graduation rates to the P-20 longitudinal data system by December 1, 2020.

• Withholds Phase I tuition incentive program funding from institutions that fail to submit required graduation rate data to the P-20 longitudinal data system by October 15 for the prior academic year, beginning in fiscal year 2020-2021.

• Maintains existing eligibility criteria for the Tuition Incentive Program including Medicaid eligibility requirements, age limits, residency requirements, and credit hour limits for Phase I and Phase II assistance.
