HB 5900 Summary

• Amends Michigan Penal Code to add definition of "act of social and domestic anarchy" as an act that is a violent felony, dangerous to human life or property, and intended to intimidate civilians or coerce government conduct.

• Creates new criminal offense of committing an act of social and domestic anarchy, punishable by up to 20 years imprisonment and/or fine of up to $250,000 or 3 times the property damage value, whichever is greater.

• Establishes civil cause of action for victims to recover treble damages from responsible parties for violations of the social and domestic anarchy statute.

• Renumbers existing terrorism-related definitions in MCL 750.543b from subsections (a)-(h) to subsections (b)-(i) to accommodate the new social and domestic anarchy definition.

• Takes effect 90 days after enactment.
