Amends section 101 of the 1979 Public Act 94 regarding pupil instruction requirements for Michigan school districts.

For the 2020-2021 school year only, waives the minimum 1,098 hours and 180 days of pupil instruction requirement, allowing districts to provide instruction through in-person, online, digital, remote, synchronous, or asynchronous formats as needed to deliver equivalent educational content.

For the 2020-2021 school year only, replaces the standard 75% attendance requirement with a requirement that districts ensure two-way interaction occurs between pupils and teachers during each month, with proration of state aid if interaction occurs with fewer than 75% of enrolled pupils.

Defines "two-way interaction" as communication between pupil and teacher where one party initiates and the other responds, relevant to course content, and may occur via email, telephone, instant messaging, or face-to-face conversation.

Requires enactment of House Bills 5911 and 5913 as conditions for this act to take effect; effective immediately upon Governor's approval on August 20, 2020.
