Requires districts to submit extended COVID-19 learning plans by October 1, 2020 to intermediate districts or authorizing bodies for approval, including educational goals, instructional delivery methods, technology access assurances, and requirements for two-way teacher-student interactions for at least 75% of enrolled pupils.

Mandates districts administer benchmark assessments in reading and mathematics to all K-8 pupils within first 9 weeks and by end of 2020-2021 school year to measure learning progress and identify pandemic-related learning loss.

Allocates $512 million in federal CARES Act coronavirus relief funds to school districts at $350 per pupil in 2019-2020 membership and distributes $36.3 million to community colleges and $163.7 million to public universities from coronavirus relief fund.

Defines "pupils engaged in pandemic learning" for fall 2020 and spring 2021 to include students participating in live lessons, virtual coursework, documented online interactions, or documented teacher-student communications as qualifying attendance for membership counts.
