Allows public schools to purchase all or any portion of electricity from alternative electric suppliers without counting toward the 10% utility cap on open access service.

Permits public school academies, nonpublic schools, state public universities, community colleges, and independent nonprofit degree-granting colleges or universities to purchase all or any portion of electricity from alternative suppliers without counting toward the 10% cap.

Changes mandatory language ("shall") to permissive language ("must") throughout the section regarding alternative electric supplier requirements and customer service transitions.

Specifies that customers on enrollment queues as of December 31, 2015 may continue waiting for retail open access service, with utilities required to add new customers upon supplier request.

Effective 90 days after enactment.
