Changes the title of the "Publicly funded health insurance contribution act" from "limit" to "regulate" public employer expenditures for employee medical benefit plans.

Adds new definition of "public school employer" to mean a school district, public school academy, or intermediate school district under MCL 380.4 to 380.6.

Requires public school employers beginning December 14, 2020 to pay at least 90% of total annual medical benefit plan costs for employees and elected officials, with employees/officials paying no more than 10%.

Modifies existing law to allow public school employers to comply with the 90% employer contribution requirement instead of previous caps based on fixed dollar amounts per employee.

Updates references to replace "health insurance claims assessment act" (former 2011 PA 142) with "insurance provider assessment act" (2018 PA 175) in defining medical benefit plan costs.
