State board must develop or adopt a model teacher-cadet program within 120 days of the amendment's effective date that school districts, intermediate school districts, and public school academies may implement.

Model program must include career and technical education in teacher preparation, partnership agreements with state-approved teacher preparation providers, and mentoring on becoming a teacher.

Model program coursework must include education on the science of learning and professional expectations and responsibilities of teachers, along with observational time in elementary, middle, and high school classrooms.

Program must provide information on how students can enroll in postsecondary courses under the Postsecondary Enrollment Options Act to obtain college credits toward teacher preparation requirements.

Department must identify standards and best practices from existing successful teacher-cadet programs, update and publish them annually, and identify and address any state policy barriers to program implementation through statutory or administrative rule changes.
