Changes "shall" to "must" throughout the section regarding distribution and use of forfeiture proceeds from seized vehicles.

Adds requirement that 75% of forfeiture funds received by a unit of government must be used to enhance criminal law enforcement as appropriated by the entity with budgetary authority, with no more than 10% directed to the prosecuting attorney.

Requires annual reporting to the Department of Technology, Management, and Budget on the amount of forfeiture funds used for criminal law enforcement and victim rights implementation.

Clarifies that remaining forfeiture proceeds must be distributed to the treasurer of the unit(s) of government substantially involved in effecting the forfeiture.
