Creates the office of the state employee ombudsman within the legislative council, appointed by and serving at the pleasure of the council.

Grants the ombudsman authority to investigate complaints from state employees concerning violations of law, conduct endangering public health or safety, and gross mismanagement of public funds by state departments or agencies.

Requires the ombudsman to provide complainants with a resolution report within 30 days of completing an investigation and submit findings to the legislative council, while maintaining confidentiality of personal identifying information.

Prohibits state departments or agencies from penalizing complainants for filing complaints or cooperating with the ombudsman, and prevents obstruction of the ombudsman's lawful actions.

Establishes penalties of up to 1 year imprisonment or a fine of up to $1,000 for violations of the act.
