Increases the maximum prison sentence for first-time felony firearm convictions from 2 years to "not more than 3 years" for carrying a firearm during felony commission.

Allows first-time felony firearm sentences to be served concurrently or consecutively with the underlying felony sentence, whereas second and subsequent convictions must be served consecutively.

Removes mandatory minimum sentencing for first convictions under the section; parole and probation ineligibility applies only to second or subsequent convictions.

Applies the same sentencing changes to pneumatic gun violations used in furtherance of felonies.

Takes effect 90 days after enactment.
