Changes "shall" to "must" in language requiring the department to promulgate mobile home code rules governing licensure, layout, construction, safety, and business practices for mobile home parks.

Updates references from "department of environmental quality" to "department of environment, Great Lakes, and energy" for oversight of water supply, sewage, and drainage facilities in mobile home parks.

Changes "which" to "that" and "regulations" to "regulation" for grammatical corrections throughout the statute.

Adds new subsection (4) providing that all administrative rules promulgated under the act and not rescinded before the effective date must be considered authorized, valid, and enforceable, and remain in effect until amended or rescinded.

Bill effectiveness is contingent upon enactment of five other related bills from the 100th Legislature (request numbers 05128'19, 05146'19, 05273'19, 05282'19, and 07323'20).
