Prohibits any individual from performing tail docking, ear cropping, devocalization/debarking, onychectomy, phalangectomy, tendonectomy, or other cosmetic surgical procedures on dogs.

Allows veterinarians to perform these procedures only when medically necessary to treat an existing or recurring physical condition, illness, infection, disease, or injury that compromises the dog's health.

Defines "therapeutic purpose" as addressing a medical condition and explicitly excludes cosmetic or aesthetic alterations to conform to breed standards.

Establishes civil penalties of up to $1,000 for violations, enforceable by county prosecutors or the attorney general.

Applies to all domestic dogs of any age.
