Suspends assignment of letter grades and rankings for all public schools in Michigan during the 2020 school year under the statewide accountability system.

Amends the existing school accountability system to require the department to evaluate schools based on pupil proficiency in math and English language arts, pupil growth, English language learner progress, graduation rates, and comparative academic performance.

Establishes procedures for identifying "comprehensive support and improvement schools" (lowest-performing schools, limited to 5% of all public schools) and "reward schools" (highest-performing schools) based on specific achievement criteria.

Designates certain schools as "alternative education campuses" (including center programs, strict discipline academies, and programs for adjudicated youth) that receive a compliance summary status instead of letter grades.

Requires the department to submit proposed accountability standards to a 5-member peer review panel by August 1, 2019, with panel findings due to the legislature by August 15, 2019.
