Removes the March 1, 2014 expiration date for legally blind residents to purchase a senior all-species fishing license, making this eligibility permanent.

Establishes that individuals with a developmental disability may obtain an all-species fishing license free of charge.

Defines "developmental disability" by reference to section 100a of the Mental Health Code (1974 PA 258, MCL 330.1100a).

Clarifies the definition of "disabled veteran" to mean a resident rated as permanently and totally disabled by the U.S. Department of Veterans Affairs at 100% for non-blindness disabilities, or rated as individually unemployable.

Takes effect 90 days after enactment.
