MI HB6030

Establishes the "COVID-19 response and reopening liability assurance act" providing immunity from tort claims related to COVID-19 exposure for persons complying with all federal, state, and local statutes, rules, regulations, executive orders, and agency orders related to COVID-19.

Grants immunity even for isolated, de minimis deviations from strict compliance with COVID-19 regulations if unrelated to the plaintiff's injuries.

Defines "COVID-19 claim" broadly to include tort claims for damages arising from exposure or potential exposure to COVID-19, as well as claims by relatives and household members for injury, death, medical monitoring costs, or other losses.

Does not create new causes of action, eliminate required claim elements, affect workers' compensation protections, or create defenses in government enforcement actions against COVID-19 violations.

Applies retroactively to any claim accruing after March 1, 2020, and took effect October 22, 2020; passage conditioned on concurrent enactment of HB 6031, HB 6032, and HB 6101.
