Expands Michigan's Property Assessed Clean Energy (PACE) program to include noncommercial, nonindustrial residential properties (Part 3) in addition to existing commercial and industrial properties (Part 2).

Authorizes financing of energy efficiency improvements, renewable energy systems, anaerobic digester energy systems, and environmental hazard projects through voluntary property assessments with repayment terms not exceeding the useful life of the project.

Requires local units of government to verify property eligibility (no delinquent taxes, existing PACE assessments, or reverse mortgages), provide written financing estimates, obtain written acknowledgment from property owners, and conduct a recorded telephone call to ensure owner understanding before entering contracts.

Establishes that assessments create liens on property with same priority as property tax liens, are collected through regular tax bills, and allows local governments to issue bonds secured by assessment payments to finance the program.

Includes consumer protections for projects over $250,000 requiring ongoing energy savings measurements and contractor guarantees of savings-to-investment ratios exceeding 1.0, plus standards for new construction projects to meet or exceed Michigan uniform energy code requirements.
