HB 6038 Summary

• Requires the Michigan Department of Environmental Quality to update the nonpoint source management program and create new water pollution source categories to help local governments and property owners access federal Section 319 water pollution control funds.

• Establishes four water pollution source categories: atmospheric deposition, urban runoff, hydrologic and habitat modification (including greenhouse gas emission effects), and leaks/spills/accidents.

• Allows eligible borrowers to use funds for reducing fossil fuel demand in power generation, improving buildings, expanding vehicle infrastructure, and increasing renewable energy use.

• Directs the department to develop an application process for financial assistance from the state water pollution control revolving fund and state drinking water revolving fund.

• Requires the department to create a principal forgiveness or forbearance program accessible under certain circumstances for eligible borrowers.
