Changes grammatical references in section 4 of the County Government Act from "shall" to "does" and from "which" to "that" for modernization purposes.

Updates statutory citations for veterans affairs provisions from full act descriptions to modern MCL (Michigan Compiled Laws) format: "1953 PA 192, MCL 35.621 to 35.624" and "1899 PA 214, MCL 35.21 to 35.30".

Replaces outdated citation language "pursuant to" with "under" when referencing the 1953 and 1899 Public Acts governing veterans' departments and soldiers' relief commissions.

Preserves existing powers and duties of county veterans' affairs administrative committees and soldiers' relief commissions while maintaining county manager/executive oversight of budgeting, procurement, and employment functions.

Bill becomes effective only if Senate Bill No. ____ or House Bill No. 6043 is also enacted into law.
