Updates references from "board of supervisors" to "board of commissioners" to reflect modern county governmental structures.

Clarifies that the soldiers' relief commission must investigate burial expense claims and report findings to the appropriate county board, and requires applicants to provide sworn itemized statements of burial expenses.

Requires the county clerk to apply for federal headstones for deceased veterans and their spouses when requested, and to maintain records of all burial assistance cases in a dedicated book.

Takes effect only upon ratification of Senate Joint Resolution ____ or House Joint Resolution T (request no. 02690'19) of the 100th Legislature as an amendment to the 1963 Michigan Constitution.
