Amends the Michigan Campaign Finance Act to update gender-neutral language, replacing "husband and wife" with "spouses" in provisions governing joint tax returns for campaign fund designations.

Updates references to the Income Tax Act of 1967 from MCL 206.1 to 206.532 to MCL 206.1 to 206.713 to reflect changes in the tax code.

Replaces archaic "shall" language with modern "must" and "does" throughout the statute for clarity and consistency.

Maintains all existing provisions regarding the $3.00 annual tax designation for the state campaign fund, fund administration, and distribution to qualifying primary and general election candidates.

Requires passage of Senate Joint Resolution __ or House Joint Resolution T as a constitutional amendment before this act takes effect.
