Amends the 1899 Soldiers' Relief Act to make gender-neutral language regarding eligible beneficiaries of county veterans relief funds.

Replaces "wives, widows" with "spouses, surviving spouses" to include all eligible family members regardless of gender.

Maintains the county board's authority to levy up to 1/10 mill annually on taxable property for relief funds for honorably discharged indigent veterans and their families.

Expands relief eligibility to include spouses and minor children of active duty service members during wartime, consistent with existing provisions for deceased or indigent veterans.

Takes effect only upon ratification of Senate Joint Resolution ____ or House Joint Resolution T (request no. 02690'19) by Michigan voters.
