Replace gender-specific language "husband and wife" with gender-neutral terms "married couple" and "spouses" in the Revised Uniform Reciprocal Enforcement of Support Act (MCL 780.159a and 780.169).

Clarify that support duties and arrearages are enforceable through civil contempt proceedings regardless of the parties' marital or parent-child relationship.

Make spousal communications privilege inapplicable to support enforcement proceedings and establish that spouses are competent witnesses who can be compelled to testify on relevant matters including marriage and parentage.

Bill effectiveness is contingent upon passage of Senate Joint Resolution ____ or House Joint Resolution T (request no. 02690'19) of the 100th Legislature as an amendment to the 1963 Michigan Constitution.
