HB 6100 Summary

• Amends the Public Threat Alert System Act to redefine "public threat" as a clear, present, persistent, ongoing, and random threat to public safety likely to lead to immediate or nearly immediate loss of life or property.

• Expands the definition of public threat to include acts of terrorism, unresolved mass shootings, unresolved mass shooting sprees, natural disasters, industrial explosions, train derailments, and announcements of endangered missing individuals.

• Requires the public threat alert system plan to be designed to rapidly disseminate information to radio, television stations, and wireless devices through the federal wireless emergency alert system.

• Prohibits activation of the public threat alert system to transmit announcements of new laws or executive orders unless necessary to respond to an immediate or nearly immediate loss of life or property.

• Changes statutory language from "shall" to "must" throughout the section.
