HB 6110 Summary

• Replaces "shall" with "must" throughout Section 92 of the Administrative Procedures Act for grammatical modernization.

• Prohibits agencies from ordering summary suspension of a license for violations of COVID-19 executive orders issued by the governor during declared states of disaster or emergency.

• Preserves authority for summary suspension if the licensee's conduct would independently constitute grounds for suspension under state law regardless of the executive order.

• Defines "COVID-19" as severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) for purposes of this prohibition.

• Takes effect only if all three companion bills (HB 6108, HB 6109, and HB 6111) are also enacted into law.
