Distributes $5,000,000 to a metropolitan authority for fiscal year ending September 30, 2020, plus an additional $7,000,000 for COVID-19 related operational costs in the same fiscal year.

Allocates $8,000,000 for fiscal year ending September 30, 2021; $8,000,000 for fiscal year ending September 30, 2022; $7,000,000 for fiscal year ending September 30, 2023; $6,000,000 for fiscal year ending September 30, 2024; and $5,000,000 for fiscal year ending September 30, 2025 to a metropolitan authority for qualified convention facility operational costs.

Authorizes up to $5,000,000 annually for fiscal years 2020-2022 to support street railway system operations if convention facility development fund revenue exceeds specified distributions.

Provides up to $4,000,000 for fiscal year ending September 30, 2021 to the Michigan strategic fund for grants to publicly owned convention centers negatively impacted by COVID-19, with a $1,000,000 maximum per facility.

Transfers $10,000,000 from the convention facility development fund to the state general fund for fiscal year ending September 30, 2020 before other distributions are made.
