Applies to loans made through the state infrastructure bank program administered by the Michigan Department of Transportation, which is a federally-recognized program under the U.S. Department of Transportation.

Maintains existing provisions allowing local road agencies and public transportation systems to borrow from the state infrastructure bank program.
