Allows village residents to petition for a referendum on term limits for elected village officers by collecting signatures from at least 10% of registered electors.

Establishes term limits of 4 consecutive terms for 2-year offices or 2 consecutive terms for 4-year offices if approved by voters.

Counts filling a vacancy for more than half a term as one complete term served for purposes of the term limit calculation.

Requires the township clerk to verify petition signatures within 14 days and place the question on the next general or special election ballot if sufficient.

Election results are canvassed by the county board of canvassers, and term limits take effect if a majority of voters approve the measure.
