Eliminates the seasonal worker provisions from Michigan's Employment Security Act by striking subsection (o) which defined seasonal employers, seasonal workers, and normal seasonal work periods, and restricted benefits during off-seasons.

Modifies the definition of "participating employee" in the shared-work plan section by removing the exclusion of seasonal workers, potentially allowing seasonal workers to participate in shared-work arrangements.

Renumbers former subsection (p) regarding school crossing guards to become subsection (o) following the deletion of seasonal worker provisions.

Makes no changes to weekly benefit rates, maximum benefit amounts, dependent allowances, or other core unemployment compensation benefit calculations.
